I really wish it was Paul, sadly it aint. (except for the Join/Leave alliance exploit)

Shadow: I honestly thought it was, but much like the alliance exploit, I didn't think it was ever actually enforced. In any case, it's a lame thing to do and the intent was to discourage it.
Yeah, the enforcement thing is a bit hit and miss. A corp that joins an Alliance then leaves to avoid a war dec is considered an exploit; but what CCP don't make clear , what if the corp is kicked by the alliance executor with out any say in the matter? Who is to blame? Who gets warned/banned?
As for leaving corp under a dec, it's always been allowed. I've heard people say they "know of an instance where people were put back into corp/locked into corp", it's crap though. You can leave corp anytime you like, rejoin when you like, start a new corp, leave that corp when decced.
As long as you're not falling of foul of the insta join/leave rule (which is another massive grey area) or the Alliance shenanigans, you're in the clear.
Many people would like to see folks locked into corps under a dec; the big problem with that, it's handing a big stick for griefers to hit people with.
F.ex - you could dec with a 1 person alt corp, and for the cost of 2 million a week, prevent people from exercising their right to choose what corp (if any) they want to be in; and you could do that for a very long time for very little cost.
On the other side of the fence, you could argue that a decced corp declaring mutual should stop the deccing corp from retracting; the war would end when either both parties agree, or the decced corp "undeclares" mutual.
But even that has a griefing potential. Been decced? Then have everyone quit corp, leave alt in charge and declare mutual, forever locking up one of the deccing corps slots. (unless of course CCP gave us infinite slots, but we know that aint gonna happen, YES, we're looking at you Privateers ;p )
The whole war dec thang is a bloody shambolic mess. Given you have local broadcasting your presence to all and sundry, neutral RR that can instadock if you shoot them and the fact you can be added to someones address book without your consent, makes for a whole exercise in station camping, alt scouting and hoping beyond hope that your targets are stupid enough to still mission/mine/haul and think they won't get caught.
I'm suprised actually that people get kills at all in Empire wars. I've long since given up with it, nowadays I only dec just to get the hatemail and tears. Any kills I consider a bonus, usually resulting from stupidity on their part. I suppose you could argue the clever ones are the quitters....
The whole war dec mechanic needs overhauling, but I suspect CCP don't know where to start with something clearly so broken.
p.s Great blog, love reading the hate you get, sis and me spend far more time than we should checking for updates. But when one appears, I know we'll be howling within 2 minutes. Some of the crazies you find are true gems, they clearly take a game far too seriously for their own health, but hell, it's bloody hilarious!

They joined at 2009.10.28 03:41 exactly. I got a kill on 's raven at 2009.10.28 03:48:00. 7 minutes constitutes instajoining to attempt a kill, correct?

The practice of insta-joining/leaving warring corporations for the purpose of surprising war targets, or getting them in trouble with CONCORD, is considered an exploit from here on. Reports of this will be investigated on a case by case basis and warnings will be issued at the discretion of the GM. Repeated incidents may result in bans on accounts involved.

It is considered an exploit when a player joining and leaving warring corporations repeatedly, in order to get their war targets in trouble with Concord (when the victims' overview fail to get updated in time).
